My college had a shit connection that was fine during the day but basically unusable at night time, every single night. They allowed anyone living in residence to get their own internet connection of they wished so I did that and haven't had a problem since.

Most of the time in most of the environments if a user uses more bandwith than required it will:

A) go unnoticed if it does not affects anyone in a notorious way
B) get noticed if it affects and / or it is repeated
C) get noticed and will be taken care of if it affects , its repeated and its blatantly obvious that the source of it doesnt give a shit about others

So, if your school took this long to ban it, it was because the network admin
A) is a lazy fuck
B) is an incompentent ass
C) didnt do shit about it because anyone important complained

When I moved in this year, my apartment room had a slip that said torrenting is illegal and I'll get caught immediately and on the back were the consequences and responses to smartass remarks like "it's just one song" or "i'll just pay the fine". You can restrict proxy access with user/password. I'm running several HTTPS proxies like that. You will need a valid SSL certificate. Get one from letsencrypt
