When setting up OpenVPN, use port 443 instead of the standard one as some public networks cut off everything but 80 and 443. It's also more inconspicuous.
You can still have a secure website on the same port by using udp for the VPN traffic and forwarding TCP to a VM either in the firewall or through OpenVPNs built in port sharing functionality.
