More likely is that the physical memory is actually 8192 MiB, but the kernel or the initrd or something is loaded into memory, and tools like screenfetch (and htop and top and free) don't see that memory at all.

Linux reports everything in GiB (so does Windows, but it CALLS it GB). So if your memory is ACTUALLY 8 GB, it will be reported as 7.629 GiB on Linux and 7.629 GB on Windows.
