You could make this yourself, using Android NDK plus xdcc libraries if you must have xdcc.

I have a VPS, it's my firewall, VPN and update mechanism for my phone where I keep a cached main branch and rebuild whenever there's a critical update. Can put an IRC client on the VPS and then ssh into your VPS and xdcc all you want.
