Its actually really hard.
First you have to have a secured location. Second is you have to have secret service guard that location.
Once you have that you have to get approved operating systems running it and constantly check for security updates on all your software on it.
Make sure to check and restrict privileges for every user so there is absolutely no overlap. In linux you cannot use this without SELinux because without it you don't have complex ACLs.
