It's better that they do, that way developers have a better expectation of what their target devices are capable of.
If the device has Nougat, you know it supports Vulkan. Simple. Better than having to query device components, which you can't do when checking for compatibility in Store, you would have to build and maintain lists of compatible devices, which is even more dumb.
