Triangle tscale filter. Relevant options in CAPS (you still need to write them in lowercase in the config file)
vo=opengl:scale=spline36:dither-depth=auto:dscale=mitchell:cscale=spline36:INTERPOLATION:TSCALE=TRIANGLE:tscale-clamp:swapinterval=1:temporal-dither:scaler-resizes-only:deband=no
Produces noticeable frame blending in low-fps scenarios (such as a 12FPS gif)

The 33MB Windows exe most probably comes with all dependencies like ffmpeg's codecs bundled in.
