Considering how nowadays optical drives exist to fill niches and not to transfer data (for most people), it would make sense to assume poor people would have little to no need for one. Unless you're so underaged you're unaware that any modern drive supports both cds and dvds.
Or maybe you're just a dumb memester. Or both. Regardless, this is something that happens outside of your basement, in case you didn't know. Go to any local festival with small bands/groups and they're always giving cheap printed discs with their songs, something that obviously wouldn't happen in an excessively poor country.
