It really depends on the context and who you ask.
The Oracle community will abide by the "SEQUEL" pronunciation, the rest doesn't care.
The ISO standard says S-Q-L.
The SQL creators will pronounce it "SEQUEL".
Some names just don't flow well at all without the "SEQUEL" pronunciation like SQL Server or MySQL. Although the MySQL documentation says it's pronounced "My S-Q-L"
