Almost every game made in the last decade benefits greatly from a dual core CPU; one with hyperthreading does even better.
A true 4-core system like i5 CPUs provide is really the ideal when it comes to most well-optimized games, as most titles will have enough simultaneous threads that you can start getting rampant context switches on a mere two-core system when the peak load is happening. For this, you likely won't see much of an improvement in average frame rate, but you will see a benefit in minimum frame rate and overall timing stability.
More processors than 4 sometimes help in titles that use lots of parallel threads, especially if you are trying to hit 144 Hz. You can pair graphics cards but you will be held back if you use a weaker CPU. Plus, in general, even a badly GPU-bottlenecked system will see at least some benefit from a better CPU, because you're shortening the critical path slightly.
I wouldn't recommend anything for budget builds with Zen around the corner. AMD has always been king of poorfags builds.

That image always amuses me because Console gamers drop way more money on the system they use, spend more on games, pay to play online, ect.
Meanwhile PC gamers (like OP) ask about this budget shit, pirate games rampantly, or wait to buy games on Steam when they are like $5.
I don't know what the prices are like in the U.S., but an amd fx8350 works out at about £20 more expensive than the i3 6100, and you can easily overclcok it to 4.5ghz (if your psu isn't a piece of shit like mine).
Honestly though, I would just wait till zen, worst case scenario cheap(ish) amd cpus, best case scenario your i3-6100 and maybe i5 is cheaper
I'm by no means an AMD fanboy, but I think the athlon x4 845 is pretty high up there on the poorfag gaming CPU chart

I got the Phenom II for 20 € and could overclock it if my mainboard would support it. Get a used Phenom II X4 / DDR3 bundle under 50 €.
