Why don't you start by learning how to use a programming language?

1) Use an existing programming language to program an interpreter for your shit language
2) Learn what machine code is, then program your own compiler for your shit language

Read this.
Designing a language is a lot more than creating a compiler.
You should also know about turing machines, lambda calculus, computability and complexity.

you take commands from the most basic level you want configurable as part of the language and map commands of your own to the sectors. You then specify a syntax through a more rigorous command specification. Then you specify a template system, mapoing system, utility system and reflection system to help you through the greater mapping regions as with abiding world wide constants as well as natural limits and means.
...after that you can create an alternate complex system to aid in the avowing of alternate user configurations.
These of course would have to strap into a kernel of some sort unless you managed them in asm.
