Can moble devices and tablets use HBM ram? It barely uses any

With the appropriate memory interface on die, and interposer on the package you could feed it with HBM.

Thats what I was thinking, with then getting as big as they are and their cost you think they will start using HBM ram in moble devices and tablets to have them catch up with desktops but they don't.

With phones being chained slaves of the Internet and "cloud" drives, as well as a SEVERE lack of control and efficiency, there's no "catching up", there's mobile uses and desktop uses, both will likely become extremely overpowered for consumer uses (or extremely underpowered, for consumer pockets)

You wouldn't use HBM unless you absolutely needed the bandwidth. Products aren't about seeing what hardware you can shove into something, they're designed with a specific price point and selling point in mind.
Other forms of memory are cheaper, so even if they offered less bandwidth, a manufacturer would use them over HBM unless that bandwidth was absolutely critical to device function.
