I think i have unintentionally installed malware. Im trying to uninstall this program without reformatting. Any Suggestions?

Im trying to end Ping.exe by bring up the task manager and end process but it restarts in 5 seconds.

i think im just going to reformat and then Install a New OS. Other than Gentoo is there any other suggestions for a new OS? I was thinking Ubuntu
