I saw a USB drink cooler/heater pad the other day but I don't care much for that shit so I didn't buy it.

You are either implaying that:
1. My room is hotter than the drink
2. Fuck thermodynamics, the temperature won't try to find equilibrium
3. Blowing air on a drink won't cool it (it will, it both circulates fresh, cold air and removes layer of water vapour so more can easily evaporate)
The USB coolers are shit, what you gonna cool with 2.5W and peltiers "efficiency"
Honestly that setup is more likely to warm your beverage.
How it would cool is through evaporation, and the rate of evaporation wouldn't be increased enough to offset the warming.
You'd have to do some maths to determine it exactly. Some pretty complex maths that I can't be assed
