There are various different ways. The most straightforward is to purchase a "kill-a-watt" for $20 which plugs into a wall. It includes an outlet for you to plug your device in and it measures usage in watts.
If your power company supports it- you can use them to monitor computer power usage. Our power company measures power usage by the hour and you can check this usage online. What you can do is get a "baseline" without PC on, then turn the PC on and idle it for a few hours and check the difference and from there, determine power usage. The kill-a-watt is much more straightforward though.
