You don't put a fucking bubbler to cool the oil, you get a small pump and a radiator with a fan to hook it up to and seal the computer in the oil to prevent dust. Generally it works really well and cleaning a radiator/fan of dust is much easier without risk to the internal hardware.

Once the enclosure has reached thermal equilibrium, which happens fairly quickly, the same amount of heat exits as enters. So your room won't be any cooler.
