Zen, HBM 2/3 and DDR4 will make low-mid tier GPUs obsolete, because you can get "good enough" performance for basically no extra cost

Not quite. The 250 has 384 stream processors, the 7850k has 512. Memory bandwidth is a huge deal here though, so the 250 may have an advantage in some titles.
