Because an OEM license doesn't have an actual usable product key. For OEM license there is some code in your BIOS or something to that effect that is used for product activation.

Pretty sure it's a requirement that every OEM copy of Windows ship with a COA that has a product key on it, even if it's pre-installed with a generic key and activated through other means. That way the customer can always sort things out with Microsoft if SLP pre-activation goes kaput for some reason.
