Depends on how willing you are to bastardize it.
1. No modification:
Disable absolutely everything that's not vital for what you do at any given moment.
Tweak settings too obviously. Buy bags of crushed ice and tin foil, wrap it around ice bag, make somewhat even surface, put laptop on it.
2. Slightly customized:
Remove fan, get lots of copper wire, remove isolation, jam as much as possible in the coolers to make nigger rigged passive cooling. Don't put the cover back on and have a lump of copper wire next to your laptop. Obviously you could still add ice.
3. Fuck it up:
Basically an extension of 2, remove plastic casing where needed and solder wire of different thickness directly to the heat pipes and build better cooler to put ice on or next to a fan/ac.
All of these can be done in a few hours with up to 10 bucks, given you carry basic tools and are able to scavenge, improvise and are not retarded. Experience in bastardizing things in general is helpful

My Surface 3 doesn't have a fan and doesn't come close to overheating because the Atom consumes less power than a Snapdragon 800 series SoC.
Put laptop next to sink, place long bit of metal under laptop and under faucet. Turn tap on making sure that water goes down and doesnt run across to the laptop.
