Will having a dedicated boot hard drive improve my OS performance?

if you move swap/page file to your secondary drive then yes, a little.
if you buy a cheap small ssd as new primary drive your pc will fly.
if it has faster read/write speeds than the drive you would have otherwise used, yes. its why we're using ssd's now for boot drives
I also like it because It allows me to free up my other hdd's, power wise. I'm not against using WD green drives as secondary storage, they hardly use any power in their dormant state, and I find I hardly even access most of them

my hard disk made fucking grinding noises and is now listed as "failed" five minutes ago.
only reason i'm here is because i have an ssd as boot drive with all the shit on it
windows explorer doesn't work, cant use anything that accesses the harddrive. so some programs don't work at all, while some just can't draw from the hard disk anymore
