if anyone isn't sure what this is about, "%CD%" is used in windows cmd scripts, and is substituted with the path of the current directory
using %CD% without quotes when the current path includes spaces may lead to undesired results, for example;C:\with space\> program %CD%
will run the program with the arguments;
"C:\with"
"space"
as arguments are space-delimited
you might imagine some combinations could be a security issue
the solution is to surround %CD% in quotes, to ensure it's picked up as a single argument
