What processor should I get for playing games?
My budget is 450 USD

If it is 450 for the whole computer then you'll probably want a celeron or an amd 4/6 core.
If it's $400 for the cpu alone get a 6800k

Yeah, 450 for the cpu alone

Get whatever Intel Unlocked CPU is at that price-point then.

Then the i7 6800k is the best cpu available for gaming. It has an unlocked multiplier, 6 cores, and 12 threads. You shouldn't have to worry about upgrading for quite a while
I would also like to know this same thing except my budget is 200 USD.

i5 6600 is what I have. Great if you don't want to overclock and around that price. The 6600k is the overclock one and usually more money. The 6600 uses less power at base clock.

get a 6600K for gaming
it's the last version to support Windows 7, so go with Skylake

No game uses more than 4 cores and HyperThreading is a meme than provides almost no benefits for about a $100 price tag

After Zen comes out 8 cores will be the norm, and games will use them.
