I think the idea is that they're hybrid blimp-planes, leaning more towards blimp.
The body/fins generate lift in forward motion in addition to buoyancy derived from the helium.
Short takeoff/landing distances can make for good freight hauling coupled with these things, but it's still a blimp. There are a variety of applications.

Funny thing is, aside from a few small experiments there were really no airships during the victorian "steam" era.

That's probably not what happened. However, not doing a proper vibration analysis is what fucked them. Those choppers were all probably rotating at the same frequency causing harmonization. I blame the engineer(s) for not thinking that one out.
Also, what you just described is most commercial air planes. Fragile aluminum frame held together by a thin aluminum skin riveted on.
