If you're going to use MP3? LAME -V2, otherwise known as --preset standard, the modern successor to the older APS (--alt-preset standard) used in earlier LAME versions.
It is smaller, and perceptually transparent in virtually all tested audio and consistently passes ABX on everything but a few specific problem samples (notably: castanets, or anything similar with sharp attacks that can cause IMDCTs to pre-echo, or need short-blocks for transients but also have strong harmonic content like harpsichord).
Run an ABX yourself if you're unsure.
If you don't want to use MP3, Opus would be the best modern alternative (one of its neatest tricks is to be able to choose block size on a per-frequency-bin basis, which is why it is fine with some content that MP3 can never encode accurately). Or FLAC, for archiving.
