I use Cordova, because it's my Company's standard. I'm getting really sick of Javascript, but it means we don't need two dedicated teams for one project. And we can even include windows phone in releases.

Basically do whatever you want. Honestly, fuck apple though. You need xCode to make iOS apps, and they are enacting new rules where they get 30% of any money you make from the apple store. Just stick to Android.
Most apps on peoples smartphones are web apps, there is very little need for stand alone utility apps that run natively on the platform. If you can do backend web programming then there are frameworks that will port your apps to native mobile apps.
