What's an easy program to use for making something like

For windows, paint.net
It's much better than paint without the complexity and learning curve of GIMP.
It's the only thing I really miss since moving to linux.

Draw.io , it's a web app but it works well

If you have any office suite, try the diagramming application. MS Office's is Visio, Libre's is "Drawing." There's also an independent one called Dia (pic.) They'll let you place predefined shapes on a grid and snap arrows between.

If you're willing to take the time to learn, try illustration software like Inkscape or Adobe Illustrator. Those will allow you autism level control over your diagram's layout.
