It depends on what you're doing. There are a few features I like, but /g/ flips out about "the BotNet (TM)". Yes, 10 pulls telemetry, but it can be turned down. /g/ yells keylogger, which WAS true in the test flights, but was removed in the RTM.
I've pulled apart telemetry transfers, so I give zero fucks because there's no PII in them, and I'm lazy.
If you're unsure but want Windows, 8.1 is decent with a 3rd party start menu like Classic Shell.
Otherwise, there are a myriad of *nix versions. Find one that works for you.

It's worth noting that if you have an older version of OS X mounted on a drive in a Sierra machine, it says 'macOS 10.7' (or whatever 10.X it is) in the Startup Disk Preference Pane. Are they going to retcon OS X?
