I've got $600 for upgrades to my pc but I'm unsure what to upgrade.
Fx8320
R9 380x
Already watercooled, already have a 144hz monitor. I was thinking about upgrading to the 6800k or the 6700k not sure which would be better. I use the pc for gaming. Also jet fuel can't melt steel beams

second 380x and an ssd/more ram will help you more than anything.
water cooling+psu for better overclocking, maybe even liquid cool the GPUs ontop of it.
literally no reason to upgrade at the moment desu.

RAM>SSD(skip these two unless you have sufficient high speed low latency ram already)>second gpu>added cooling for better OC potential>jewtel cpu

6700k, cheapest non-AsRock Z170 that has the features you'd want, and an SSD if you want to futureproof. GTX 1080 if you want bitchin' performance now.
