Microsoft has and uses near endless options to do whatever they want.

They are in control of the OS, not that software. You need to take the OS away that they can control if you want to be probably rid of them. Try BSD or Linux.

No. You'd need something that completely uninstalls some system components, including siri2. Windows 10 has too much spying integrated into the system, the only way to remove it would be to steal it's source from Microsoft, edit it to remove spyware/bloatware and install the modified OS.
