How would I go about learning a new language? I'm particularly interested in Java and HTML, is there some sort of comprehensive guide to general programming I can use?

Also, how long would it take to be efficient in said language's use? I'm thinking about 3 months

Bumping because I'm looking for the same thing.
I have a background in programming (visual C++ mostly) but it's been a very long time (10+ years) since I've done anything coding related.
I currently work in IT support and I'm looking to transition out of this into coding work.
