Washington has about as good of a software development community as California, but without all of California's nonsense. Unfortunately, Seattle itself is rather expensive to live in, and the liberals are starting to fuck things up a little. Some restaurants are going to be closing down because of the $15 an hour minimum wage nonsense, while others are going to be raising prices, thus making the cost of living in Seattle even worse.
I would say it is best for a developer to work in Seattle, but live somewhere in the surrounding area. It'll be cheaper, and you won't have to put up with the effects of whatever laws their literally socialist city council is proposing. That's more or less what I'm planning on doing...
