What the fuck is happening with this GPU?

It will run fine for a while, but then suddenly:
>screen shuts off
>windows "error" alert sound is heard
>the fans go to 100%
And I have to restart the computer

Is this a driver issue, or should I just send the card back?

doesn't work and get a 980ti for less

They're pretty much equivalent cards even if the 980ti does require two 8 pin connectors. If you can afford to buy and spend time using hardware I'm sure you can afford to power it.
