After Tay was removed it seems reasonable for users for Ai to be clientsided.
Almost every big company has thier own Ai research and maybe one of them would release open AI with backdoors.
Question is 'Is there opensource tech that can produce Ai or quasi-Ai today?'
All I can think of is char-rnn but don't have much experience in this field

what kind of processing power does it take to run a respectably advanced AI?

I fear that advanced ai can make faster research in both cybernetics and biomodifications and will force evolution on mankind and therefore move further away point of singularity. Not that matter or bad thing or anything but 2spooky4me.
