Sorry if this is a dumb question, but if a wifi router says that it's 1000 Mbps for example is it always 1000 Mbps on the dot?
Like does it vary higher or lower, like it can only produce 998 or 1004 Mbps? And if it is lower, would a class action lawsuit be feasible? I read about this couple in California who needed 13 oz of ketchup once for a recipie which the Heinz bottle was advertised as having, but only received 12 ozs of ketchup. They tested this on more bottles and when finding similar results filed a class action lawsuit and won. What if we are being denied our precious Mbps by the router fatcats?

ffs its digital. It either runs at 1G or 100M or 10. Its digital not analog. It either runs at the spec or jumps down until it can run. But there are 10000 reasons you won't see 1g on your end. So no jew you can sue some one b/c you can't get those speeds.
