yes and no,

the pros hate it because it significantly lowers the barrier to embedded programming while having nonstandard header spacing, and everything you can do with an arduino you can do with a regular atmega328 or whatever microcontroller for ~$2

however as far as somewhat cheap (especially the clones and knockoffs - you'll so rarely run into issues it won't make a difference if you have a known genuine/working board to compare to) prototyping device goes it's absolutely amazing at what it does
