It's a "it only happens to other people" thing. When people do something they were told is forbidden or dangerousfor the first time, and they don't get any problem, they repeat it again if it was rewarding, and after a while it's just routine. That's how drug dealers get caught.

Because the ruling party who does that will look bad or be attacked by opposing parties, and won't be re-elected. In other words, it's too radical a move.

In many countries, private companies can request personal data against a ISP user they were able to catch seeding. I guess they could hoard these data, but things like that can change over a few years, and the name you got is just the name of the guy registering the internet service, not always the person who did the download.

Because catching people pirating shit is really really fucking hard especially when millions of people do it and most hide behind VPNs or proxies. In the end this "crime" is so widespread that it's not worth putting everyone in jail for. Do you have any idea how fucking expensive it is to put someone in jail and maintain them there for years?

They do but it does jack shit. Bypassing government/ISP blocks has never been impossible so people always get around restrictions.

Basically if you download a few shitty video rips or download a music album or two then most likely no one will give a fuck, especially the feds since they have better things to do. But piss off the music/video companies enough by sharing and distributing thousands of videos/music and they will cry 24/7 to the feds and force them to prosecute you and they will just so they can STFU.

Anyway when people are prosecuted they usually make the internet dick diamonds and encourage even more piracy so music/video companies have been complaining less recently.

Anyway if you're that worried then just use a VPN/proxy.

1. New sites will pop up
2. Any congressman that tried to suggest giving the government the power to fuck around in the open Internet would likely not get re-elected. This isn't China; they're not allowed to have that level of authority.
3. The government isn't interested in piracy that much. The fines are paid out to the copyright holders, so they're not really getting much out of it. By comparison, they get quite a bit of money out of taking down drug dealers, who often keep cash.
