Ramnode has a $15/y VPS. Had one for about 2 years. Warning though, 128MB ram, no ability to set any more SWAP and they autokill any CPU intensive processes.

Also used it as a seedbox for a while and they autokill the rtorrent process but you can just rename it to avoid that.

Haven't read their POS in a while but they allowed it on the US servers (so long as you limited your download speeds to 20mb/s), no clue if they actively try to kill utorrent on those but they did on mine since it's based in Amsterdam. I just renamed utorrent to topkek and it worked fine after.

Torrenting in US allowed, limit to 20Mbit, not /s, that's what I did though and in Amsterdam, no bans for me so I doubt they're actually checking it.
