Just go to an outdoors store, Bass Pro, REI,... and try some out. Really optic systems have matured so as long as you aren't buying a cheap toy one or planning to be a spotter in a war zone they should be good enough from what little I know of the market. Also consider what the average range is for your use, as do everything optics tend to not work or be too high in price so you can save a lot if you have a set range as is often the case.
Also google first, this thread needn't be made.
Also I hope all your applications are legal.

Yep, most seem to be made for hunting so /k/ likely will know more.
Cause I know with the insane light pollution here I ain't bothering with stargazing.
I got Nikon aculon a211 16x50 and pretty satisfied.
If they are clones of Germans (or actually, they are manufactured with same Berlin Monocular tools, which were 'repatriated' by Soviets) ones, you're looking at pretty decent binoculars.
The later Soviet ones, which do not have individual lens adjustments are garbage.
