Shit looks 1997-ish, so a Matrox Millennium and a Voodoo would probably be a pretty typical setup, Voodoo2s will work good too.

PCI cards existed as a niche for a long time.
It is another question if you can find them for sale, but there was stuff like GeForce 2 MX.
Apparetnly, there is even HD 5450 and GT 520, amusing.

Not really if you think about multi monitor setups.
Until not too long ago, not all expansion slots on logicboards were PCI-E. So if you needed a machine that serves lots of monitor outputs, you could go for a PCI card and add more ports.

And you'd be hobbling it with an ancient chipset and slow-ass memory, provided the board would even provide the proper bus clock to run a super 7 chip.
