Try to find embedded board with celeron c1037u. They were discontinued ~2 years ago but have much better singlecore peformance than modern celeron/pentium J or N series crap. Which wont go over 350-500mbit.
Or get some desktop dual core <32nm mobo/cpu and drop down clocks and voltages a bit. Also make sure it supports aes-ni if you want to run vpn with decent speeds eg 100+mbit.
