LOW GPU USAGE DESPITE EVERYTHING

>tried switching RAM, no difference
>benchmarked CPU against reference results, fine
>have an XFX 750W PSU so it should be fine
>buy 1070 hoping to fix this issue forever

I only get a high GPU usage on benchmarks, I tried CSGO on 720p and I was getting between 180-200 fps regardless of resolution, with a GPU usage of 19% and CPU1 at 80%, the others at 40-20%. Even Skyrim stays around 50 fps.
What gives, this has literally gone on for years and I have no idea what's causing it. I'm ready to give up senpai

I'm going to try flashing from the F8 bios down to F7 to see if it makes a difference anon. I checked clock speeds and they look normal.
I don't know if it could also be the PSU too, I've heard people say that can be a problem. But it seems to supply power fine during benchmarks or whenever there is actual resource demand.

What is your 4790k clocked at?
I know it's a very different situation, but I had really low usage on my two 670s until i OCed my 2500k to 4.6Ghz. Then I was getting ~95% usage.
