I can't see it being useful at all. Generally people want to do the opposite so they don't have to deal with the overhead and license costs of Windows.
The obvious end goal for Microsoft here is to retain its web devs. The main argument for using OS X or Linux was that your dev environment was closer to your production environment but Win10's POSIX layer closes that gap.

it may be a good idea for windows users who want to dabble a little bit into the command line.
however if a windows user truly wants to learn about Linux they should just dual-boot or do a VM of a distribution. I can't see having one tiny terminal emulator being helpful to the windows user base.
