It's a retarded question, which is why nobody is answering it here.
If you check the SPD tab in CPU-Z you can see the different JEDEC settings available. I'm guessing your motherboard selected the highest one automatically.
If you want the advertised speed you need to enable XMP in your BIOS, or overclock it manually.
