Social engineering is by far the easiest way as people are stupid. Also, DDoS is easy though useless in every regard but aatention.

But yeah mostly the people who can be bothered with actual hacking are government affiliated. Social engineering or attacking unpatched systems is just a lot easier, so there's more of it.
