I'm currently trying my first attempt at creating a web based application. I am good enough at Python and Ruby on Rails to pass as a "programmer". Question is, am I approaching this the right way with these languages.
I should also add that I have an idea for a website which requires the use of databases.

Yes. Choose python + django/flask. I use django at work, but I see no reason to use flask for your own personal web app.

Sure. though you should realise that writing a web application has rules that you should be aware of.
Being able to write python doesn't mean you know how to write a web application. approach the task with an open mind, and be aware that you might not know everything.

Use postgresql. Even if it's a small app, it'll give you less headache than sqlite3

Though for a first attempt id suggest flask since django in itself requires a lot of learning how django itself works.
I think op would be better learning how to serve a simple request.
