Minimalism IMHO is a basic Arch install with a tiling windows manager.

Minimalism is the absence of anything that isn't 100% essential, minimal gotta be deprived of any traces of human intervention, it's against useless eye-candy decoration and use of color and shit like that.
Take Ad Reinhardt Ultimate Paintings as an example. He said it's the last valid paintings anyone could ever make, it doesn't have eye-candy and yet it have all the colors spread across the support as what cubists and whatnot came after it said is what defines a painting.
An OS that just uses colorful icons without 3D/skeumorphic elements but still relies on eye-candy cannot be described as minimalist, it's flat, sure, but not minimal, the icons and whatnot aren't plain objective and just mere indicators of something, they're too detailed and have too many lines, colors, and gradients.
Your arch install with a tiling window manager might be minimal, but Windows with it's icons that are just flatten-out colors of what used to be 3D icons and the macOS trashcan dock icon they advertised on El Cap and Yosemite launch as "taking too much time" with it's transparency and shit is sure as fuck not minimal, flat maybe, but not minimal.
