I don't know though, it's just a guess. But, depending on the tracker software being used, trackers do (temporarily) hold information about which IPs are on which torrents, this can be accessed by viewing the tracker's statistics.
OpenTracker, for instance, will give you a list of hashes that relate to torrents as well as IPs that are active on these if you scrape it.

I'd imagine this is a lot of traffic and effort to manage on a public tracker though, and there might be a bit more to what scaneye is doing. Maybe some kinda deals with murrican ISPs since it only ever seems to work for americans :^)
