You already can't remove Cortana, even if you disabled all the functionality some part of the process remains running.

You can never delete Cortana system files, if you boot into a LiveCD and remove them Windows will run an update as soon as it connects to the internet and restore them.

I don't know, I just deleted all package on my computer containing "microsoft". Some of them resisted (I suppose they are necessary). But all the bloat is gone, Cortana is gone. Telemetry looked like it was gone (I just watched my network traffic for 10 minute max so I'm not sure).
