there are brass fittings that are likely either stripped of their threads or pulled out of the chassis. thats all that holds the hinge down. my advice would be to hammer a standoff into the screwhole on the bottom that goes through to that hinge and then use that to fasten the hinge down. have done this before

-disassemble the unit
-unscrew brass fittings from the bracket
-use cyanoacrylate (careful, toxic af) plus sodium_bicarbonate to glue brass fittings to lower cover (two above mentioned components make crystal sturdy mass when mixed together)
-careful: put screws into brass fitting and dont let cyanoacrylate leak into fitting, screws'll be glued.
-let glue do the work for 20min
-assemble the unit
-mad skills option - drill straight hole in upper cover and take loong bolt through whole unit and bracket. look ugly but very sturdy.

I've had this problem before.
Shit's fucked. Buy a new case and transplant the internals.
Horribly common among Toshiba. Pull the machine apart. Use 2 part epoxy and clamp in hinge in place until dry. Never had one come back for the same problem twice. just be clean with the epoxy. dont get it all over everything.
