Let's assume I don't want anyone to see the contents of this archive (including NSA along with the other three or four letter governamental organisations) but the one who receives it and knows the password. Would it be safe to use 7Zip's encryption then send it via email? Then tell the password by phone?

you would be better off creating your own encryption algorithm, even those kind of passwords can be easily brute forced by hardware powerful enough.

IMO get the files on a CD protected by password, then encrypt the files on a different algorithm, write both passwords on thermosensitive paper so no cameras can detect it, write and read them on computers that have never been connected to any outside service and proceed to shred and destroy the paper and destroy the CD with a tesla coil.

well i was just listing the most secure way i could think off if you reallly REALLY didn't wanted anyone to see the info. But if you just have GovermentSecrets.doc any non internet based transfer is good.
